Info on Healthcare Contributions Refund

The Michigan Supreme Court has ruled that the 3 percent healthcare contributions made by teachers and school personnel from July 2010 through September 2012 be refunded. The Office of Retirement Services (ORS) will be sending the essential data regarding the refunded contributions and interest to districts no later than January 10. The interest is expected to be minimal. The funds will be transferred to districts with the January 22 state aid payment.
This is a massive undertaking for the Kalamazoo Public Schools' payroll department, as it involves not only issuing refunds to current employees, but to former employees as well. We are awaiting guidance regarding tax implications. However, please note that when the funds were contributed only FICA was assessed. We anticipate that federal and state taxes will apply to the refund. At this time, no timetable for the refund has been determined. However, we will provide updates as soon as more information becomes available.
For now, the ORS is requesting that employees and retirees confirm and/or update their contact information in their MiAccount. This will help both the ORS and the district process the refund with the correct information. MiAccounts can be accessed via the following link:
